Returns input parameters the caller has access to in the current enterprise.<br /><br />Filters via pundit.policy_scope so callers only receive Inputs they own,<br />have an Access row for, or that fall under their data-admin bypass —<br />matching the internal /_api/parameters/ endpoint.
