GET 
/api/1.0/inputs

Returns input parameters the caller has access to in the current enterprise.

Filters via pundit.policy_scope so callers only receive Inputs they own,
have an Access row for, or that fall under their data-admin bypass —
matching the internal /_api/parameters/ endpoint.
