Gets required inputs for several dynamic content items at once.

Mirrors the single-id /<id>/inputs endpoint but fans across a list of ids: the
parameters for every accessible dynamic content are resolved through a single
RunBulkQuery, so the caller polls one query_callback for the whole set rather
than one per dynamic content. Dynamic content ids the caller cannot access are
silently omitted, matching the bulk template inputs endpoint.

Nested (cascading) inputs resolve themselves server-side: as each query
completes, the query-run webhook (POST /run/<query_run_id>/) re-invokes the
bulk query, harvesting the parent's value and firing the now-unblocked child
queries. The caller therefore only sends dynamic_content_ids and polls the
callback until every input is done — no need to feed parent values back in.
